It depends on why she didn't have sex. If she didn't hold sex because she thought it was "wrong" she might be "ashamed" of having sex. Suggest your friend talk to her doctor just about it. A counselor/therapist might be helpful or her doctor can help decide if at hand is an anatomical problem...it's not ALWAYS in our heads. Your friend is normal...the problem is not.

well, im also 21 and i hold had sex with roughly 15 partners. i am immediately with a man who wants to wait until nuptials and I am not having sex at all. however, i am also the only one i know who is not have sex, so no, i do not think its normal. if you are not waiting til marriage to hold sex and u are 21, and u havent done it yet....i think you are not letting yourself for some reason, or not putting yourself out at hand. but if youre waiting, then yes its completely normal.
