Ask your mom or any elder women in your line about their breast growth. It may be genetic.

For me, it be around age 22 or 23 when my boobs finally stopped growing (they're not that big...like small Cs). My mom go through the same piece. I went on birth control after 23 but they didn't grow any bigger. But I hear from my girlfriends that birth control made their boobs slightly bigger (more swollen looking).
