my boyfriends has thisthin on his skin where on earth he has no pigment contained by it so his skin is white. He has small patch on his toes and a large one round his tummy it covers partly of his penis so half is white and partly is normal colouring it also make his balls patchy

Sounds like a skin of vitiligo, a condition where skin pigmentaion is missing. It's completely middle-of-the-road and there's zilch that can be done about it.
