14 year olds get breast reductions, even when they are not fully grown.
Most of the time PS's want you to be fully done growing, however there are exceptions, especially if your back pain inhibits you from daily activities.

Yes. I believe you have to be 18 before you can qualify for any kind of plastic procedure that is involved with puberty. Once your breasts are fully developed it will be an appropriate time to do breast-reduction surgery. This is to ensure that it's not compromising your health and to make sure that things have run it's course before trying to change things. You're serious? First off, you can never be completely sure that they ARE fully developed. It's not like they ever shout out: "I'm done growing!" But OF COURSE it would make sense to wait! If today you need to go down two cup sizes and 2 years from now it will be 4 cup sizes then ... well, if you go ahead with the surgery today then 2 years from now you'll be right where you are today, 2 sizes too big..
Yes otherwise its a waste of time and surgery as they will still be growing...also its probably wise to wait until you are at least 18 or even 20'ish. I don't know how big your boobs are but as you get older you may grow into your boobs or you may even decide they aren't too big after all. I would hope that all reputable surgeons would not operate on a young girl who wasn't finished growing. yes, that would make the procedure easier.
You should be happy with the breasts that god gave you and enjoy the extra attention you will get from boys because of it.
i'd say yes because otherwise, wouldn't it mess things up a bit.
